Voucher Update – July 12, 2021
The City of Midland's Spay and Neuter Voucher Program has been a huge success with the sterilization of over 3,600 animals from October 1, 2020 to present.
We are extremely proud of this accomplishment and want to thank everyone who has participated in and contributed to the program's success.
Due to reaching our program's funding constraints for fiscal year 2021, we will no longer be issuing spay and neuter vouchers (with the exception of animals adopted or rescued from the shelter) after July 15, 2021. However, we look forward to the return of the program in fiscal year 2022 (beginning October 1, 2021).

Midland Animal Services provides pet owners with a voucher worth $70 to have their pet surgically altered to prevent the dog or cat from becoming pregnant. In order to receive this voucher, the following requirements must be met:
- The owner of the pet(s) must live within the City of Midland and provide proof of address in the form of a utility, phone, or cable bill. A driver's license will not be accepted as proof.
- The owner must provide vaccination records showing the date a licensed veterinarian has given the pet its current preventative vaccinations as recommended.
- Pet(s) must be wearing a current license when brought in to Animal Services and the owner must provide proof of the date it was issued.
- Vouchers are issued Monday through Friday during regular business hours only.
The vouchers are good for 14 days from the date of issuance. Please make appointments and any necessary pre-exams with your veterinarian before getting your voucher.
An extension of the time limit can only be made by the Animal Services Manager and will not be made without a veterinarian’s explanation.
The City of Midland will not reimburse citizens for surgeries done prior to obtaining a voucher.
