Robert Patrick
City ManagerRobert Patrick serves as the City Manager of the City of Midland. Prior to his appointment, he served as the Assistant City Manager, and General Services Director for Midland. He has served various Cities in Texas, including, Lucas, Denton, Henrietta, and Spearman. Patrick graduated from Western Governors University with a Bachelor of Science degree in Business Management. He received the Barney Knight scholarship from the Texas City Managers Association in 2000 and earned his Certified Public Manager designation from Texas Tech University in 2003. Patrick has more than 25 years of experience in municipal government including procurement, utility management, facility construction and renovations, grant writing and administration, asset management, fleet management, and capital planning. Robert served as President of the Panhandle City Management Association from 2002-2004, and is a certified instructor for the Texas Water Utility Association. Through the years, he has served on the Texas Municipal League Small Cities Advisory Council, several committees of the Texas City Management association, and is a member of the American Society for Public Administration. Robert has been married for over 30 years to Kim Patrick, and they have four children, Christian and his wife Gwynette, Geoffrey, Madison, and Allison Patrick.

Morris Williams Jr.
Deputy City ManagerMorris Williams Jr. is a native Midlander and has worked for the City of Midland since 1999. He has worked at all levels during his career with the City of Midland and currently serves as Deputy City Manager. Prior to his latest appointment, he served as the Assistant City Manager. Williams earned his Bachelor of Science in Organizational Management from Lubbock Christian University in 2004 and his Master of Business Administration from the University of Texas of the Permian Basin in 2011. Williams is a proud member of Alpha Phi Alpha Fraternity, Inc. and enjoys mentoring youth and jogging in his free time.

Tina Jauz
Assistant City ManagerTina Jauz currently serves as Assistant City Manager. Prior to her appointment, Jauz most recently served as Director of Community Services overseeing Parks & Recreation, Health Department, Golf Course, Scharbauer Sports Complex, and Animal Services. She started her career with the City of Midland in 1996 as the first civilian Public Information Officer. Jauz also served in the capacity of Assistant to the City Manager. She managed several large construction projects such as the Bush Convention Center, renovations at both aquatic facilities, Dennis the Menace Park, athletic field upgrades, golf course improvements, and the construction of the new Animal Services Facility. Jauz earned a Bachelor of Arts in Political Science from Texas Tech University and a Master of Arts in Public Administration from Sul Ross University. She is married to Chris and they have two children, Cooper and Avery.
